using jbehave without maven or ant is possible, but it's a bit difficult to
set up if you do not want to use any of the common tools at all, since you
have to get the dependencies somehow.

Which tools are you able to use if you are not using ant or maven, e.g.
Eclipse, ivy, shell scripts, command line etc.?
Also an important issue to consider is if you have access to an internet
repository (maven/ivy) or can you copy files from somewhere else (where you
have internet access) into your project directory.

Maybe you can describe your development setup that you want to use a bit
further.
