In your case, you could also do a check in the implementation of the step for the value of the parameter and throw an exception when the value entered corresponds to elements not yet available.

But, instead of a pending step, you'd have a failed one (because of the lack of elements). The advantage is that the definition of the step is defined and remains the same, without needing to change in the textual stories.

I am passing in the text to check though an excel sheet. For each story there is a separate worksheet in my excel file. In this case I have added a story which I would like the step to be pending in as the elements are not yet available to check.

Everything is identical across the steps bar the parameter being passed in. I would like the step in this one story to be pending for statistical reasons.

I think I will change the language of the step for this scenario until the new elements are available.
