I can't reproduce your behaviour.
The story
https://github.com/jbehave/jbehave-core/blob/master/examples/trader/src/main/java/org/jbehave/examples/trader/stories/SkipScenariosAfterFailure.java
shows that scenarios after failed scenarios can be executed, if you set
the flag skipScenariosAfterFailure=false.
I suspect you have some other configuration lingering about.
Can you send a sample project that reproduces the problem?

Currently if one scenarios fails in a story the whole story fails
and none of the preceding scenarios are run.
I have ignoreFailureInStories set to true at the moment but this
only goes to the next story after a failure and not the next
scenario.
