They didn't deprecate Nova. They deprecated nova-volumes and the associated 
Nova Volume Api.

It was all replaced by Cinder and the Cinder Api.

Does your OpenStack cloud have Cinder installed?

If it's a Folsom, Grizzly, or Havana deployment, I'd be kind of surprised of if 
it didn't. nova-volumes and the Nova VolumeApi were deprecated some time ago 
and all newer deployments should be using Cinder.

If you don't have Cinder deployed, you should be able to use the Nova VolumeApi 
[1].
