Hi Jeremy, I am working primarily against OpenStack Havana (2013.2) and Devstack (2014.1). The Keystone (identity) API version can be 2.0 or 3 ( http://devstack:5000/v2.0/, http://devstack:5000/v3/).
According to Openstack doc, these create operations are available in the OS-KSADM extension ( http://docs.openstack.org/api/openstack-identity-service/2.0/content/Admin_API_Service_Developer_Operations-d1e1357.html ). Add tenant: - POST v2.0/tenants - http://docs.openstack.org/api/openstack-identity-service/2.0/content/POST_addTenant_v2.0_tenants_Tenant_Operations_OS-KSADM.html Add user: - POST v2.0/users - http://docs.openstack.org/api/openstack-identity-service/2.0/content/POST_addUser_v2.0_users_User_Operations_OS-KSADM.html So actually as we can see, this is a API v2.0 extension.
