Jmeter has no inherent limit. You are limited by the capabilities of both the Jmeter machine (which you claim aren't maxed out, but I'm not entirely convinced) and the system under test.
It may very well be that 200 req/s is the maximum of your system under test. If the server doesn't have high CPU or I/O load, it may be a matter of misconfiguration or some other sort of software bottleneck. What type of application are you testing? Is this a Tomcat based server perchance?
