Sounds like you're using the language of PaaS and trying to apply it to performance testing, that won't work. Essentially, it appears that you have very limited or no knowledge of the fundamentals of running a load test, apologies if this is not the case but assuming it is then you should probably reconsider your attempt to run load against a system that you do not manage when when you are starting from this position of relative inexperience - it would be unwise to try and you're better off stating this to your managers now rather than facing their wrath later.
PaaS means your company have signed a contract to lease the use of someone else's system; within that contract are going to be some clauses that relate to usage and there's a very good chance that you will end up breaching these clauses if you start blindly running tests with no experience o this should be done.
