yes, when using throughput shaping timer I always have nearly 3 times the load
than taking constant throughput timer.
I did take 2 measurements each 30 minutes with throughput shaping timer, both
measurements where the same

1st measurement

load at beginning
0,03 1min
0,06 5min
0,02 15min

load at end
2,72 1min
3,35 5min
3,02 15min

2nd measurement

load at beginning
0,0 1min
0,14 5min
0,77 15min

load at end
2,45 1min
3,19 5min
3,18 15min

while with constant throughput timer over 30 minutes I get

load at the beginning
0,0 1min
0,0 5min
0,17 15min

load at the end
1,37 1min
1,28 5min
1,03 15 min

In each measurement I used 300 requests/s as input.
