It could mean that you have a long tail situation, which is often a bad sign about performance. If these are web response times, and the mean is 48 seconds, I would be raising my eyebrows. This is just basic statistics, and you'll either have to get your management to understand it, or if that's not feasible, show them a histogram of response times.
