Changing the condition from:
${__javaScript(${upcCounter}<=${__P(upcTotal)})}
to something like:
${__javaScript(${upcCounter}<=10)}
helps narrow down the problem to the following chunk of code:
${__P(upcTotal)}
So are JMeter Properties not evaluate-able in logic controllers?
