My understanding is as follows: When running from the command line and passing a -l param for the results output - that file writing is directed according to the jmeter.properties saveservice specific properties.
In addition - (take a close look at most of the GUI for listeners) via the 'Configure' button (per listener), you will see checkbox options that correlate to all of the saveservice properties. In short, there are a number of ways to instruct JMeter to write results (including multiple, simultaneous results files). I hope that helps.
