There's a point to consider.

Ultimate Thread Group and Stepping Thread Group run for a specified amount
of time. They hold the load for some time then stop the test. To accurate
your comparison with Threads Group and them you must add a Runtime
Controller (all your samplers go inside it) and adjust it to hold the load
for the same amount of time.
