When scaled upward, there will be hundreds of IDs.  I will be using an API call 
that requires these IDs as a list.  The problem is not just the deletion - it's 
also timing this API call.  What I'm doing now is prep work for this future 
change.

If that's the case, why are you dissatisfied with /rest/api/X/Y/${DEVICE_ID}?
I totally misunderstand why do you need CSV, or something like that at all.
You will just get ID when creating entity and then use it for deletion.
