Thanks for the reply.
Yes I have defined it correctly and VPN parameter is also classified with - 
"Solace_JMS_VPN=myVPN".
Moreover I have tried with defining VPN with username@VPN name but didn't find 
any luck.

Error Response (503) - Message VPN Unavailable - Connection info :  

I have attached the jndi.properties file and jmx file for further analysis 
purpose.
Jndi.properties file is added to the classpath variable of jmeter.properties 
file and in the environment variables.
        user.classpath=../bin/jndi.properties

I have created a java program with same configuration in eclipse and it worked 
successfully.

jndi.properties is just a key value file - did you create it correctly ?
And/or did you check the log for errors ?
Documentation for jndi.properties for solace indicates you need a key like 
Solace_JMS_VPN=myVPN

You should probably create a standalone java client and see if you can get that 
to work - after which you can just copy any jndi.properties/ library you need 
(if at all)
