It was an optimisation added by HC4 to replace stalecheck which was very
costly.
But setting  httpclient4.validate_after_inactivity=0 means you disable the
validation which is not a good idea as you'll end up having broken
connection.
This value should be set to a value lower than the keepalive set on server
side.
