By file do you mean shell script or executablr in Windows scheduler? What exactly do you want to get out if jmeter?
Your problem is you cannot have jmeter monitor a service, only run it as a standalone without scheduler. If it's a shell script, edit the .bat file to output some logging to a file, no need for jmeter. If it's an exe your easiest bet is not run it in scheduler but have jmeter run it every minute in an os process sampler.
