The most important value here is the column "throughput". If it is --
after a long running test -- still higher than the configured value in
the ctc, then it could hint at a bug.

Yes, that is expected, as the throughput is calculated for all
Samplers-executions. Therefore, if one Sampler had a long duration of
inactivity, it can be executed right away, as it would not bring the tpm
to a value higher than configured. This is probably confusing and not
what you wanted, but how the ctc works.

The loop is irrelevant here, it is only relevant how may executions the
individual Sampler had.

Try to make a simpler example with only one Sampler and two timers. One
would be a constant timer of three seconds and one a ctc with tpm set to 30.

In this case, JMeter will add a three second delay to the Sampler (the
constant timer) and the ctc would add zero delay, as it recognizes, that
the tpm has not been reached.

Now a different example. Take a Sampler that takes longer than two
seconds for its result and a ctc with tpm set to 30. (Again I assume one
thread or ctc per thread)

Here the ctc will add no delay (again), as again the tpm has not been
reached.

Now, you could change those two examples to be less static. In the first
example, you could try to add the delay only every second run and in the
second example, you could vary the result duration a bit more. But, as
long as you have the same amount of duration (delay by the constant
timer or the result generation), the tpm will (in the long run) not be
reached and will therefore result in the same throughput.

You might want to think of  a time budget the ctc tries to keep. If no
Sampler executes, the budget for the next runs will be bigger and might
lead to a local executions of more Samplers than you thought it would have.

So, if the Sampler has a tpm of 30 and doesn't execute for one minute it
could execute 30 times in a row without delay, as its tpm budget would
allow for that.

Does this make it clearer?
