It should be in the path like
org/apache/servicemix/nmr/apache-servicemix-nmr/1.3.0-SNAPSHOT/apache-
servicemix-nmr-1.3.0-SNAPSHOT-features.xml
in your local maven repo or the remote snapshot maven repo.
