Update - thanks to the guys on #karaf it turns out the escaping of the .cfg
file was a red herring ( and that I need sleep! ).
The problem turned out to be that my artifacts were not in my local
repository, but only available in my $work nexus repository.
Updating the pax URL maven config with my repository details when
configuring pax-exam solved the problem:
editConfigurationFileExtend("etc/org.ops4j.pax.url.mvn.cfg","org.ops4j.pax.url.mvn.repositories",",REPOURL"),
