I have seen your blog but my case is more a problem of dependency
management than building a fragment itself.

PS: be careful, in your blog,  close and open xml tag don't match :
<import -Package>!*</import>
<fragment -Host>org.ops4j.pax.logging.pax-logging-service</fragment>
