Able to remote ssh into karaf even thou ssl feature is not activated? bug?

but I can ssh into my karaf using

  ssh -p 8101 -l karaf my-karaf-host

is it a regression?

Note: I intentionally took out ssh feature out of o.a.k.features.cfg as well
