I've run into similar issue days ago, this is actually from that pax-
web-extender-whiteboard bundle version used in cxf feature.xml(1.0.8)
is different with the one used in karaf features.xml(1.0.9), you need
align them, remove $KARAF_HOME/data folder and restart karaf.

So I tried upgrading OPS4J Pax Web to 1.0.9 from 1.0.7, but I cannot
install features.
I found this JIRA
