Hello Petri, yes, installing the event admin feature should do the job: feature:install eventadmin
Alternatively, you may configure this feature to be installed per default on startup. Edit etc/org.apache.karaf.features.cfg and add eventadmin to the featuresBoot property. This is karaf 2.2.9 though, not sure if this property changed it's place in 2.3.x.
