The key thing that Achim and JB are getting at is that Cellar functions by telling the other Cellar nodes the source of a bundle that they should install. This makes sense since really you should have a location where your artifacts are deployed when they are built. This current behavior should be a more efficient and less error prone way to do it.
If you really wanted to have bundles deployed in the deploy directory, then you might as well make a distribution with the artifacts prepackaged and install that instead.
