I don't use the deploy folder, but maybe this will help. I have my features as
maven artifacts.

<features name=main-features"
xmlns="http://karaf.apache.org/xmlns/features/v1.0.0";>
    <repository>mvn:${groupid}/${artifactid}/xml/features</repository>
  <feature name="main">
    <feature>dependent</feature>
  </feature>
....
</features>

http://karaf.apache.org/manual/latest-2.3.x/users-guide/provisioning.html

If the dependent feature is not in the current feature, it should be able to
find it from a feature repository.
