For the NPE, I already created a Jira about that (I saw that).
Regarding the cluster group, it works for me.
Did you clean up the data folder ?
When you did a cluster:group-list, you see the list of groups (before
the restart) ?
Let me check on Windows.

Actually, I reproduced your issue but it's not due to Cellar itself, it's
due to a change in Karaf 2.3.3 (a very bad change as it changes the default
behavior about ConfigAdmin storage for all config instead of one as
expected).
With Karaf 2.3.3, you have to change the following property in
etc/config.properties:
felix.fileinstall.enableConfigSave = true
