Cellar sync ConfigAdmin. If a new node join, it will sync the resources (it's the purpose of the Synchronizers), as long as it's not blacklisted (as describe in the etc/org.apache.karaf.cellar.groups.cfg).

Did you read the Cellar user guide because it's explained there.
