yes, it's because Spring doesn't provide OSGi bundles anymore.

3.2.4.RELEASE is the latest version for which Spring provides bundles.

For Spring 4.0.x, we created Spring OSGi bundles in ServiceMix, using the Spring version + an internal version (_1) to identify our wrapping.

And yes for CXF, I already informed CXF guys about that, as they use Required-Bundles statement too.
