Hi Jochen,
If you use featuresBoot, you can use "order" feature to be sure that
config layer is started before your feature
featuresBoot=(standard,kar,config),myfeature
and you provision your config in the etc folder.
It should work (maybe not at feature installation time, as you can have
a race condition).
