Are you sure the version is the feature ?
I mean the api bundle really export the api.infrastructure package ?
Does it work if you install the bundles by hand ?
If the bundles installation work, can you try:
<feature name="network-api" version="${project.version}">
<bundle>mvn:org.mqnaas/network.api/${project.version}</bundle>
</feature>
<feature name="network" version="${project.version}">
<feature version="${project.version}">network-api</feature>
<bundle>mvn:org.mqnaas/network.impl/${project.version}</bundle>
</feature>
