just take a look in:
etc/org.apache.karaf.command.acl.*.cfg
etc/jmx.acl.*.cfg
files.
It's where you can see the roles for each shell commands and MBeans.
For instance, bundle:install are limited to admin whereas bundle:refresh
are limited to manager.
