This is because the full enterprise spec package brings many packages. One might have been picked up by some services wrongly.
There will soon be a release of pax jdbc 0.5.0 which contains a pax-jdbc-spec bundle. This will only provide the org.osgi.service.jdbc package and should solve your problem.
