In that case, you have to add:
https://repository.apache.org/content/groups/snapshots/
in the etc/org.ops4j.pax.url.mvn.cfg (with @snapshots).
But, careful, there's no guarantee that the SNAPSHOTs will be available
(this repo is periodically cleanup).
