"Bundle-ActivationPolicy: lazy" keeps bundles in status "starting"

I have some bundles that have a "Bundle-ActivationPolicy: lazy" in the
manifest files. Which causes Karaf to set the bundles to status "starting".

Is there a way to configure Karaf to ignore this and force the bundles to
start?
