No, we mean that the "restart" (actually update() on the ManagedService)
is normal.
Now, regarding the substitution, it's more related to blueprint. Do you
use lazy or eager for the activation ?

It's more the way a ManagedService works.
First the activator starts, and then it will react to the ManagedService
via the update() method.
I guess it's what you see there.
