1. Karaf embeds Felix Framework 5.4.0 which is the latest framework released
2. Karaf is stable and you can use DS without problem, but it's not
related to Felix Framework: it's related to Felix SCR. Karaf embeds
Felix SCR 2.0.2 which fully supports DS 1.3 (Karaf 4.0.4)
