Hum, i've tried to add a cfg file as explained in documentation
*org.apache.felix.fileinstall-configDir.cfg*

It works but it generates weird bundles with path as name :
70 | Active |  80 | 0.0.0   | envs_karaf-custom_etc_db
71 | Active |  80 | 0.0.0   | envs_karaf-custom_etc_api
