We have successfully used the karat-assembly plugin with a custom features.xml 
for local bundles. We also set the etc/org.ops4j.pax.url.mvn.cfg 
org.ops4j.pax.url.mvn.repositories = “” to prevent going to remote Maven repos. 
 You would need to build local bundles (mvn clean install) in the local repo 
cache of the machine before running Karaf.  Hope this helps.
