I ran into this issue when trying to make a debian package for 4.1.6 (the reason I didn't think I saw it from the targball, was that there I started karaf from a terminal while with the deb packaged version I SSH'd in). So I guess I'll skip deb packaging 4.1.6 and wait for 4.1.7.
