One thing I realized as I was looking over the docs is that what I'm looking for is something like how the install="auto" works when you hot deploy a features file by dropping it in the deploy folder. I'm not really wanting to install anything that way but it would be nice if I could have some similar functionality when doing it via repo-add or a features command line. Just some way to make the features autoload but retain their identity so I can uninstall them if I wish.
