What does "Managing Bundle" mean?

Hi, I was trying to figure out what bundles were causing certain refreshes
during a feature install by simulating the install of the feature in
question.  I thought I would manually install the commons-codec bundle in
Karaf and then redo the feature install simulation.  When I did, I saw this
at the end of the results:

  Managing bundle:
    org.apache.commons.codec/1.10.0

I've never seen that before, what does "Managing Bundle" mean?
