Karaf 4.2.1 Documentation of the Maven Commands, http://karaf.apache.org/manual/latest/#_maven_configuration_commands, fail to mention the Maven feature is required and not installed by default. I would expect to see something like "In order use Maven Commands you must install the feature using the command 'feature:install maven'." in this section.
