it's the default configuration... seems like a strange choice to me too.

check YOURPUBS/config/ac/usecase-policies.xconf
and put your own rules, like in your unitemplate publication ;)

Yes, I think. It's not obvious that a "visitor" should be able to perform editing operations on the site. (Let's see if someone writes back "file a patch" ;-)
