I had this problem a couple of weeks ago.
The cause was using a lenya 1.2.2 publication inside lenya 1.2.3 and cocoon
2.1.7. It mostly worked but the scheduler and a couple of other things fell
apart.
The solution for me was to upgrade my 1.2.2 publications "properly" and to
stop trying to short cut things all the time by just copying the pubs
directory.
