that is certainly one way to work around it. the ACLs are url-based, so if you can expose your content blocks as URLs, you can protect them.
another option might be to tweak the editors to have different stylesheets for different users, which mask some parts of the page and make it read-only.
From experience, the only pages needing that level of control are homepages, and automatic feeds from the sections controlled by the various departments can eliminate anybody directly editing a homepage.
