How to reference publication resource from page.css?

Hi,

If I want to write a CSS property like
        background-image: url(path-to/images/whatever.gif);

in a CSS stylesheet like pubs/something/resources/shared/css/page.css, 
how would I do that?  In the XSL we can say {$root}/, but what's the 
solution here?
