yeah, the default template instantiator gets it wrong.
you will have to tweak ac.xconf by hand. the upside is that you can also use the fallback:// protocol in there (worked last time i tried), which means that you can have child publications that inherit all user information from the parent. be careful not to inherit the url policies, though - they are dependent on the document tree and inheriting that makes no sense.

I found this a bit missleading. Either an empty passwd directory in mypub or a ac.xconf for mypub pointing to mypub ac files/dirs could probably clarify things?

good idea. probably best to file an enhancement bug. should be trivial to implement, but the instantiator code is a little scary...
