AFAIK it is planned to store the rcml files there as well, but nobody
found the time to implement it yet. Patches are very welcome.

i wonder: should we just get rid of the "content-dir" thingy before 1.4
and re-use the same mechanism as for "modules.copy=false"?

I don't think that this would be a valid replacement for the content-dir
functionality. IMO we should have both, but pubs.copy=false is quite
difficult to implement. I guess it's easier to use the content-dir
configuration for RCML files.
