I had this problem before. From the best of my recollection, a checkout
from source fixed it. That has not solved my problem so far. Confirmed
both issues against latest head and lenya.zones.apache.org.
After publishing a document for the first time, any further editing will
not produce the Workflow->Submit menu option.
Also, Kupu is once again not working, as in the content of the page will
not show up to even begin editing.
