If at a later stage whole trees of before deactivated docs will be moved, it is a major rearrangement anyway and the deactivation cut/paste/move and republishing (4 to 5 clicks) provides enough comfort, I think.
The problem is that this only works if you have a replicated version of your site online. We can't require to deactivate a page in order to move it.
